The former United States
Arsenal was established by an Act of Congress
on July 11, 1862 during the height of the Civil War. Work
was begun during this nation's raging conflict under the
direction of Captain Thomas J. Treadwell. In February 1864, Treadwell was
succeeded by Brevet Major James M. Whittemore who continued in command until
mid-1866. It was under Whittemore's supervision that most of the original
buildings were erected.

winding spiral stairways,
and ornamental ceilings as well as thick walls, walnut railings and antedated
screen-covered skylights

the
middle of the quadrangle until it burned in 1921.
